Im just curious about how things work in finland, im hearing this rumors about their culture,how true is this?

Nope it really isn't that legal, although the police isn't authorized to make them stop the act but after they are done they can arrest them. But they won't be held at the police station for long, because I think public sex really isn't legal here, but not many really wants to see it lol.

The police are allowed to interfere only if it disturbs other people in the public area. If someone complains basically. In essence it's not illegal as such. legal or not, come summertime and couples become rather creative in places to have sex. law doesn't necessary come into it, it's just tolerated.
