If you want to work in the public sector in Finland, depending on the sector, you will have to get your qualification recognized by the National Board of Education in Finland. You can continue studying in Finland after completing your degree in your country of origin.

It depends on your country of origin, the qualifications you have and their compatibility with the requirements in Finland, or other Scandinavian countries. Foreigners are usually asked to pass some kind of test to bridge the gap between whatever diplomas they hold and the ones required. This goes for most countries everywhere. The exceptions are multinational companies - if you find employment with one of these, maybe you won't need to pass any exams, including the local language. I know a lot of foreign people in my country, but they all work in international companies, so nobody speaks the local language, apart from a few everyday phrases, of course. I suggest that you narrow down your search to your target profession and then contact some employers to hear the info directly from someone in charge.

You don't need any qualifications for casual kind of jobs like cleaners and such. It is very hard to get a job in Finland unless you're the best candidate with exceptional skills and believe me there's no lack of well educated people in this country. Academic unemployment has been rising every year in the 2000's and is even higher than in the last recession. I don't mean to be pessimistic, but this is reality. If you have any higher education you've better chances in other European countries. If you select Finland then you need to lower your expectations about your career.
